
The theme of the workshop has been chosen to cover topics which are highly relevant across the globe, such as regional cooperation and capacity building; transnational education and its implications for agencies; quality assurance of joint degrees and the mutual recognition of accreditation decisions and/or evaluation results.
Theme: Transnational cooperation between agencies and institutions.
The subthemes of the workshop theme are:
- the use of the Guidelines of Good Practice (GGP): internal QA and the external review of agencies
- regional developments with special regard to transnational education
- the impact of external QA activities
Subtheme 1
- the GGP as a means of internal quality assurance
- INQAAHE’s role in the external review of agencies, lessons from the pilot review of CNAP
- the European standards and guidelines, lessons from ENQA's pilot review of ACQUIN
- the mutual recognition of quality assurance agencies, accreditation decisions and/or evaluation results

Working paper on the future use of the GGP
This document is to follow-up earlier discussions and written contributions dealing with the issue. It must not be a “final” document but it should systematically cover the issue including all related questions to be answered, possible answers to the above questions and preferences based on the workshop presentations and discussions.

Working paper on QA of transnational education
This document is to discuss the quality assurance issues related to transnational education, with special regard to the OECD-UNESCO Guidelines. The paper should cover both the providers’ and the recipients’ perspective.

Working paper on improving the effectiveness / impact of QA activities
This document (a GGP in relation to impacts of quality assurance) should present elements of good practice and ideas helping agencies to improve the effectiveness and impact of their evaluation and other service activities (guidance, counselling, etc.) offered to programmes and institutions. Regional presentations and related workshop discussions should definitely take into account the related questions and issues raised during the Wellington conference.
